Keynote Addresses: Assessing the Federal CHP Policy Scorecard
Our morning session will feature a series of noted speakers, each of whom is selected as a 2010 recipient of USCHPA’s congressional “CHP Champion” Award. The 2010 CHP Champions will discuss their views on commercial and industrial energy efficiency vis-a-vis the national climate debate and elaborate on prospects for policy incentives for clean heat and power in the remaining days of the first session of the 111th Congress. Speakers will also address the impact of upcoming mid-term elections on national energy policy, looking ahead to the next session of Congress.

Utilities may approve of CHP in theory but in practice have long been notoriously anti-CHP. Is the prospect of a national energy efficiency standard causing them to look anew at CHP or is the potential energy efficiency directive leading to a collective sharpening of arrows? Find out “straight from the horse’s mouth” as utility representatives discuss the cons and pros - from their perspectives - on CHP.

CHP as Critical Infrastructure
CHP has “saved the day” in multiple applications at multiple sites during recent natural and created disasters, yet it still isn’t widely regarded as a cornerstone of critical infrastructure sustainability. Panelists will recount some lesser-known CHP successes under challenging circumstances and discuss ways to integrate CHP into support plans for critical operations such as refineries, hospitals, and data centers.

The DOE Clean Energy Application Centers are keeping an eye on CHP and waste energy recovery policy in key regions of the country. Just how did North Carolina accomplish a 35% tax credit for CHP? Panelists will discuss policy developments at the state level – best practices to adopt for CHP and worst practices to avoid.
